Vienna, November 1814. The Napoleonic Wars have ended, and the greatest leaders of Europe have gathered for the Congress of Vienna to carve up the continent. Amidst the endless balls and champagne, a shadow war of espionage rages. Felix Adler, a haunted former Austrian military scout turned freelance codebreaker, is pulled into the deadly game when a British diplomat is murdered in the snow, leaving behind a blood-stained sheet of waltz music. Felix teams up with Clara von Arnim, a disgraced Prussian aristocrat and master thief, to decode the music. They uncover a terrifying conspiracy by a rogue French faction, “The Iron Crown,” to assassinate Tsar Alexander I and Emperor Francis I during the grandest masquerade ball of the year. With the police corrupted and time running out, Felix and Clara must infiltrate the heavily guarded Hofburg Palace and stop an explosive trap suspended directly above the monarchs, before the waltz ends and Europe is plunged back into decades of war.
